Summary: LATE FILED: On February 16, 2000 @ 4:00 p.m., at the CPUC in San Francisco, the following person(s) met with Commissioner Josiah Neeper and his Advisor, David Gamsom, to discuss the Alternate Decisions of Commissioners Bilas and Wood, to wit: Jason Zeller, Esq., and Jonathan Bromson, Esq., both of the Office of Ratepayer Advocates. Messrs. Zeller and Bromson commented that the Revised Alternate Decision of Commissioner Bilas was far superior to the Alternate Decision of Commissioner Wood in that, among other things, it contained findings consistent with both the text of the Proposed Decision and the record evidence. Mr. Bromson observed that even though the Commission explicitly found that it lacked sufficient record evidence to make a reasoned decision, it erred on the side of reliability and found it appropriate for regulators to accept PG&E's assertion without further analysis. This exhibited a lack of reasoned decisionmaking. Finally, it was observed that the Commission approved more money than PG&E actually requested for a supplemental tree-trimming removal program.
