The California Public Utilities Commission is seeking a vendor to ensure that the testing of Pacific Bell's OSS will be conducted expeditiously and that the test participants are aware of the test status. Note: The July 6 addendum changes proposal dates and may add to the scopes of services requested under the RFP. The California Public Utilities Commission has modified its selection schedule and process for the OSS Test Administrator/Manager and the Technical Advisor. A bidder's conference will be held July 29, 1999, at 1:30 p.m. at the Commission's office in San Francisco. A new date has been established for proposal submittals; proposals are now due on August 10, 1999 at 5:00 p.m., PDT. Additional details are provided in item 7 below.

Consumer Protection Fund Joint Proposal
The attached Discussion Paper addresses the Joint Proposal to implement a Telecommunications Consumer Protection Fund jointly filed by GTEC, The Greenlining Institute, and the Latino Issues Forum on April 15, 1999. The Joint Proposal sets forth a framework to implement the Commission's policy as set forth in D.98-12-084 approving the All-Party Settlement Agreement. In accordance with D.98-12-084, a publicly noticed workshop is scheduled to be held on May 5, 1999, wherein Parties will meet with Staff to discuss Staff's recommended changes to the Joint Proposal.
