A.96-02-056 - Approves an all-party settlement resolving the issues of the Palo Verde Nuclear plant sunk costs and incremental pricing for the years 1997- 2001. Palo Verde sunk costs are estimated to be $1.230 billion, to be amortized over five years or less; the return on sunk costs has been reduced to 7.35%. Adopts the settlement agreement set forth in Attachment 1. The incremental cost of Palo Verde will consist of the amounts billed to Edison by Arizona Public Service, the operator of the plant, plus Edison's overheads and taxes. Edison's yearly estimated incremental cost ranges between $104 million to $118 million. Edison shall file within 10 days an Advice Letter setting forth the tariff charges authorized by this decision.
