The EIR will look at possible significant environmental impacts of a competitive electric industry, including, for instance, less opportunities for energy efficiency incentives or linking of these incentives with utilities' profits and sales, and possible shift in the kinds of resources used to produce electricity. Every EIR begins with "scoping." Scoping identifies issues with possible environmental effects and mitigation measures which need to analyzed carefully in the EIR. The CPUC and Greystone, the consultant it has hired to do the EIR, will hold 11 EIR scoping meetings throughout the state to give local, state, and federal agencies and the public the opportunity to find out about the EIR process and make suggestions about possible environmental impacts the EIR should consider.
