State law requires the CPUC to review grade crossing projects - which are submitted to the CPUC by railroads, cities, counties and state agencies - and set a priority list for improvements every two years, updating it every year. This year the CPUC ranked 66 crossings on this list. The top ten follows: 1. Kansas-Needham Streets, Modesto 2. Shaw-Marks Avenues, Fresno 3. Beal-Truxtrun Avenues, Bakersfield 4. State Route 58, San Bernardino County 5. Harbor Boulevard-Holly Street, Belmont 6. Grove Avenue, Ontario 7. Nogales Street, Los Angeles County 8. Fairway Drive, Los Angeles County 9. Alondra Boulevard, Compton 10. Washington Boulevard-Paseo Padre Parkway, Fremont First on the list is a $12.5 million project at Kansas-Needham streets in Modesto that will eliminate 33 grade crossings. Train traffic will be routed away from some areas and in others the track will be reset above or below street level. Second is the project at Shaw-Marks Avenues in Fresno to construct two underpass structures at a cost of $13.5 million. A project in Bakersfield ranks third. It will eliminate six grade crossings and elevate the track at a cost of $11 million. The CPUC submits the priority list to the California Transportation Commission which administers the $15 million in funds to the highest ranking projects. The most each project can receive is $5 million. Costs beyond that must be paid by the railroads, cities and counties.
