In December 1995, the California Public Utilities Commission put in place a plan to create a more competitive market for electricity in California. Two entities key to implementing the plan are a Power Exchange which will create a statewide competitive wholesale market for electricity, and an Independent System Operator responsible for managing the electric grid efficiently and reliably. Recently-enacted Assembly Bill 1890 creates an Oversight Board to direct orderly transition to this new competitive market structure. The Governor will appoint three public members to the five- member Oversight Board, subject to Senate confirmation. The Senate and Assembly each will appoint one of their members to the Board. The responsibilities of the Oversight Board are to appoint members to the governing boards of the Independent System Operator and Power Exchange, oversee operations of those governing boards, and act on appeals of Independent System Operator governing board decisions. Those wishing to apply for the public seats on the Oversight Board should have a background to enable them to assess the qualifications of potential members of the Independent System - more - Operator and Power Exchange governing boards, and some familiarity with the decision-making process in corporations, the Legislature and regulatory forums. Knowledge of California's electricity system is desirable, but not essential. The CPUC and CEC jointly developed these qualifications and will nominate qualified candidates to the Governor.
