EZI Transport is headquartered in Stockton. The ongoing CPUC investigation is also examining the role of Michael Cardoza in EZI Transport's operations. Cardoza once held a permit but the Commission revoked it because of his unsafe operations. The Commission took quick action after finding a pattern of conduct by EZI Transport which seriously threatens public safety and willfully violates state law. The Commission wants to warn the public of the company's history and its ongoing investigation of the company. EZI Transport has been cited by the California Highway Patrol (CHP) 21 times and involved in an at-fault accident that resulted in the death of an EZI driver. If Richard Rake operates during suspension, he risks fines and criminal prosecution. CPUC investigators' preliminary findings are that EZI Transport violated the Public Utilities Code by failing to: submit to regularly required CHP inspections, enroll drivers in the Department of Motor Vehicles Pull Notice Program which tracks the status of drivers' licenses and driving records, comply with property, liability and worker's compensation insurance requirements, and pay required fees to the CPUC. Rake's operating permit can be reinstated only if he shows that EZI Transport vehicles and operations comply with all state safety, insurance, and operating laws and requirements. The Commission order requires him to show cause why his operating authority should not be permanently revoked. A CPUC hearing to allow him to do so will be scheduled soon. ###
