Subgroup B, Market Rules

Meeting began at 8:45.

General discussion on "how comments, once incorporated, can be ensured to remain an alternative in the final CPUC report?" Chapter team coordinators and the DAWG Coordinating group will oversee process to ensure positions are represented.

LAST DATE FOR SUBMITTING A NEW POSITION ON ANY ITEM IS AUGUST 8TH. Editorial comments, and comments pertaining to the correct representation of a particular position will be due by August 22. (As noted before, if you want your position to be reflected properly, you are responsible for supplying the language.)

The schedule for drafting full DAWG workbook (chapters from all four subgroups) is as follows:

July 30 Team report to coordinating committee

Aug 1 All team reports compiled and distributed

Aug 8 All positions are due, editorial comments only after 8/8

Aug 15 Distribute new draft document

Aug 22 Formatting and clerical comments/corrections

Aug 29 Final workbook drafted

Aug 30 Workbook is filed at CPUC

Paper presentations

Draft workbook sections, in proper format, were then briefly presented, highlighting deviations from general workbook outline and potentially controversial pieces. These topics were assigned last Thursday and little, if any, review from DAWG participants had occurred. Therefore, substantive comments were minimal on their content. Many presenters/drafters indicated that they needed help in fleshing out the pros and cons of a particular alternative.

Four items of note.

"Chapter 13", the outline was expanded to include a discussion on private lines. What's the difference between UDC and mobile home park (industrial park with own distribution?) Threshold question.

"Chapter 6", Eric indicated he was going to address cost-shifting problems more extensively.

"The large data handling responsibility of the schedule coordinator needs to be addressed.

"Chapter 8" and section 7.4.3 need to be correlated and clarified wrt. each other.

Comments should be send to the drafters of each section by COB 7/19 (for incorporation into initial Subgroup B workproduct) and COB 7/25 (for incorporation into final workproduct presented to full DAWG coordinating committee 8/1). Drafting assignments are as follows:

Rules for drafting and comments.

- Use Wordperfect 5.1

- Format should not be "bulleted", follow the numeric framework circulated eariler.

- If you've drafted a position paper earlier on a topic, make sure that the person responsible for drafting the section has a copy of it for incorporation

- Footnotes are a good thing but don't convert very well electronically. For draft sections, use endnotes rather than footnotes. The endnotes will be changed to footnotes in the final report.

- Those commenting on a section through the internet should let the drafter know where comments are located, and that comments have been made.

- Comments on drafts should be restricted to alternatives, and pros and cons.

The following changes have been identified for the Table of Contents

- Add new section 6.1.2.4, UDC as default aggregator
- Roll section 16.3 into section 7.5.2
- Roll section 16.4 into section 7.5.1
- Delete section 6.1.4.4
- Include new sections to chapter 13 as proposed in draft
- Consolidate section 7.5.4 into section 7.5.3
- Add section 8.1.3, Split Billing Options

The schedule for submitting comments and positions for Subgroup B chapters is as follows:

7/17 Receive first drafts of separate sections of chapters for workbook.

7/19 Comments on draft sections for incorporation into first draft of complete chapter, comments go to responsible drafter. Drafter sends incorporated comments to chapter coordinator by COB.

7/22 Chapter coordinator consolidates all sections into first draft of chapter

7/24 First draft of each chapter presented to group

7/26 Comments on draft chapters for incorporation into draft of complete Subgroup B report to full DAWG. Comments go to responsible drafter. Drafter sends incorporated comments, electronic version via Fed EX to Mac McCay, for incorporation into report.

7/29 Subgroup B workbook is reformatted and copied.

7/30 Workbook is completed

8/ 1 Workbook submitted to Full DAWG coordinating committee, full report distributed for comments. Comments go to Mac McCay for incorporation. Last opportunity to represent new position to an issue.

8/ 8 Begin to consolidate report. Editorial comments only after this point.

Next meeting is on 7/24, 8:30am in Sacramento at the Sec. State Bldg (11th and O St), 1st floor multipurpose room.
