1:10 Finalize Issue #1 -- Consumer Bill of Rights

At our last meeting (May 31) in San Francisco, in Michael Shames' absence, we decided to put over the final discussion of Issue #1 until the June 19 meeting in Sacramento. However, Michael Shames will be unavailable on the 19th. Since Michael has taken responsibility for drafting and finalizing Issue#1, it is imperative that he be at the meeting to wrap up that issue. Therefore, we propose to finalize Issue #1 at today's meeting. Otherwise, resolution of Issue #1 will not be possible until sometime in July, which is too late for our purposes.
