4.5.1.1 Alternative 1.1: A customer education program is conducted for all
potential customers extending from 1.1.97 through 6/30/97. On 8/1/97 a
universal opportunity is granted for all California electric users to elect
into the program. If this number of entrants does not reach any technical
constraint then there is no phase in requirement.
The necessary education program will need to be developed in conjunction with
other working groups and Team D of the DAWG
Pro: This method does not exclude willing participant in advance and may
result with no phase-in requirement. This solicitation will be needed in any
event to determine the level of interest, especially no specific group is to be
excluded.
Con: The number of residential customer requests may exceed the technical
ability of the operating and processing systems to accommodate a large number
of transactions.
