METERING & COMMUNICATION TEAM C
Notes For July 10, 1996 Meeting
The meeting was held at PG&E facilities in San Francisco and was facilitated by
Nancy Gault of SCE. An agenda was provided.
Nancy Gault gave a summary of the presentation to the assigned commissioners
(Neeper and Knight) on July 9. The commissioners were told that the team would
meet the August 30 deadline, there would not be many consensus items, there is
considerable overlap with other teams and Working Groups work, and the
commissioners need to maintain an overall perspective. A key comment from the
commissioners was that they want the teams to identify all alternatives
considered, even alternatives that were rejected, with a listing of pros and
cons.
Anthony Mazy of CPUC/DRA presented his paper on Customer Information
Activities In An Open System. An Appendix of proposed Definitions has been
added to the paper. There was significant discussion on control and ownership
of meters and data. It was suggested that the paper be presented to the other
DAWG teams, since they are also considering some of the issues addressed. Team
C members were asked to review the paper for discussion at the next meeting.
Jim Price of CPUC/DRA discussed his paper on Suggested Meter Standards. The
paper proposes a communications standard based on TCP/IP in order to enhance
competition and customer choice of retailers. The paper will be used as input
for the metering standards work.
A discussion of meter ownership and control followed, with no consensus. Team
C is responsible for the issue of ownership of the meter, but Team B is
responsible for the issue of ownership of the data extracted from the meter.
Meter installation and maintenance were noted as closely related issues. All
members were asked to review the existing position papers and submit their own
papers if they do not agree with the stated positions. The CPUC mandates for
meter installation on certain customers need to be considered in the position
papers.
Mark Hughes of PG&E reported on the work of the Metering Task Force, which is a
subgroup of Team C. The Task Force is trying to develop cost estimates for
installation of metering for direct access, based on 4 scenarios of number and
type of customers who choose direct access. The scenarios range from universal
installation to only the CPUC mandate of customers over 100 kw. Hourly data
recording and daily meter reads are assumed for direct access. Several vendors
and UDCs will be asked to submit cost, feasibility, lead time, and technical
constraint information by July 23. The Task Force also discussed open
architecture issues, and decided to incorporate that work into the standards
development work.
Nancy Gault and Nancy Day (New Energy Ventures) passed out copies of the draft
final report outline, a draft Team C outline, and a sample report section. All
should review the outlines for completeness and format. The Team C report is
due July 30, 1996. The last day to submit position papers for inclusion in the
overall DAWG report is August 8, 1996.
Nancy Gault asked for volunteers for editing of the Team C report. Volunteers
include Nancy Gault, Chris King (CellNet), Mike Jaske (CEC), Mark Hughes/Belvin
Louie (PG&E), Anthony Mazy (DRA), and George Samaniego (SDG&E).
All were asked to review the position papers submitted to date and submit their
own position papers. All position papers should follow the draft final report
outline format.
The next meeting will be in San Diego on July 16, from 1:00 PM to 4:00 PM, at
the Radisson Hotel, 1646 Front Street. Agenda items identified are:
1. Final report outline
2. Metering Task Force report
