          METERING & COMMUNICATIONS COMMITTEE C
               PROPOSED POSITION STATEMENTS

Note:  These draft position statements are preliminary and for discussion
purposes.

ISSUE  -  Who controls the meter?

POSITION  -  Ownership of the metering does not imply unlimited control over
the metering.

Only qualified employees of certified entities may install, remove, turn-on,
turn-off, or test metering.  Qualifications for certification will include
proper training and education concerning electrical hazards, safety
requirements, and electrical metering, including applicable licensing
requirements, acceptance of responsibility and liability, and agreement to
comply with established metering standards..

The UDC will be responsible for connecting and disconnecting customers to the
distribution system, which includes the turn-on and turn-off of meters.

Inspection and testing of metering installations will be conducted by the UDC.

Metering is used in a broad sense for purposes of this discussion, and includes
the meter and any infrastructure required to implement direct access or real
time pricing.

All metering equipment will be required to comply with metering and
communication standards, which are to be developed.

Installation, removal, and turn-on and turn-off of metering will be subject to
installation standards, which are to be developed.

Enforcement of metering standards will require that installations that are not
in compliance be corrected, with non-complying metering being removed from
service.

PROS-  Employee and public safety concerns require that restrictions be placed
on the installation, removal, and access to metering equipment, due to the
electrical safety hazards involved.

Energy theft and meter tampering concerns also require that restrictions be
placed on the installation, removal, and access to metering equipment.
