MINUTES   JULY 16, 1996
DIRECT ACCESS WORKING GROUP
IMPLEMENTATION GROUP A



I. Introductions of attendees took place; there were no comments on the   
minutes of the July 9 meeting.

Participants were reminded that they need to submit timely written   
comments with alternative language or an alternative option.  Comments   
that you "don't like" a section, without alternative language, is not   
helpful at this stage.
 
II.  ISO Interaction Protocols and Schedule Coordinator   Randy Britt   
noted that four parties' comments had been received.  Randy also noted   
that the WordPerfect format does not lend itself to inclusion of the   
diagrams which will add considerably to the understanding of this   
section.  Agreement was reached that this report should not repeat the   
detailed information contained in the WEPEX/ISO filings.  There was some   
concern that the text without the diagrams did not give enough   
explanation.

 It was agreed that Gary Schoonyan would provide the revised draft of   
this section to be received at next week's meeting to the WEPEX / ISO   
team for their comments.

III.  Determination of Notice and Requirements for Exiting and Returning   
to UDC Service   David Smith reviewed the comments received on the June   
5th discussion that was held on this topic.  It was agreed that this   
section would be drafted and distributed prior to next week's meeting.   
 Written comments should be submitted to Dave by Thursday of this week to   
be incorporated in the first draft.

IV.  DAWGNET   Sean Casey noted that DAWGNET is in place and that anyone   
who had provided an E-mail address is a part of DAWGNET communications.   
 This system is to be used for short comments only and not to be used for   
distribution of lengthy papers.  Those who did not receive an E-mail can   
be added to DAWGNET by sending an E-mail to majordomo@uspi.org.  The   
message should ONLY indicate "subscribe to DAWGNET."

V.  Phase-in and Eligibility Requirements   Mike Jaske reviewed the   
changes he had made to the report from the previous draft.  He noted he   
had received comments from four or five organizations and requested   
comments be sent to him as soon as possible.

Nancy Day suggested that market research techniques be utilized to   
determine how many customers would have an interest in participating in   
Direct Access during the first year if the level of participation was not   
artificially constrained; the fact being that "early adapters" would only   
be a small percentage of the marketplace.  It was also suggested that   
analysis of the participation rate in the first year of the telco and gas   
industries deregulation may be useful information.  Pursuit of this idea   
was left as an open item.

VI.  Costs of Implementation   Dave Kaplin distributed his second draft.   
 In the discussion, it was noted that true incremental costs of Direct   
Access should be identified and brought to the Commission's decision.   
 Comments on this report were sought.

VII.  Load Profiling   Dave Kaplin distributed the subject report with no   
discussion.

VIII.  Dan Carroll noted there were three items in the overall report   
outline that had not been assigned.  After discussion, it was agreed that   
two of the items were being addressed by Team B and the third item,   
"Monitoring and Oversight of Implementation" would be written by Dan.

IX. Next meeting's agenda would consist of a continuation of the   
discussion of the topics discussed today.  The next meeting will be held   
on Tuesday, July 23, in Sacramento from 9:00 a.m. to noon at the   
Secretary of State Building, 11th and "O" Streets, in the Multipurpose   
Room.

The July 30th and 31st Team meetings will be held at Robinsons/May   
Building in North Hollywood, which is about a 15 minute drive from   
Burbank Airport.

The August 1 full DAWG meeting will be held at the Burbank Hilton.
