Subject: definitions To: Drafters of the DAWG Report From: Mike Yamada LADWP Date: July 15, 1996 Differentiation between "investor-owned utilities", "municipal utilities" and "utilities" in the DAWG Report This is a request that all DAWG teams A, B, C & D authors and the Full DAWG editing team clearly identify the market participants to which the rules of each option applies. Because the words "utility", "utilities", "utility distribution company", "utility distribution companies", UDC and UDCs can be interpreted to include both Commission-jurisdictional utilities (investor-owned utilities or IOUs) and municipally-owned utilities, I suggest that, in the DAWG team A, B, C & D and the final DAWG report submitted to the Commission, the language used be specific as to whom those words apply. Wherever the report refers to Commission-jurisdictional utility or utilities, the acronyms IOU or IOUs be used instead of the generic "utility" or "utilities", respectively. Further, wherever the report refers to a Commission-jurisdictional utility distribution company or companies, they should be referred to as "IOU UDC" or "IOU UDCs". Alternatively, the acronyms "UDC" and "UDCs" could be defined in the glossary as to mean Commission-jurisdictional utility distribution company or companies. Similarly, whenever the report refers to a public power utility or utilities, I recommend that the words "municipal utility" or "municipal utilities" be used. Only in those cases where both IOUs and public power utilities are both involved should the generic "utility" or "utilities" be used in the report. This will go a long way to eliminating any ambiguity as to whom the report is referring when the words "utility", "utilities", "utility distribution company", "utility distribution companies", UDC and UDCs are used. .
