Attached is the next version of the VEE document. I started working on Lee's
ideas for prorating data, but my mind got too fuzzy! If I get anywhere with it
tomorrow morning, I'll send that out then. I also tried to clarify that
anywhere it referred to a meter test it meant a physical meter test/inspection
- so you can also check for that.
