The MDCS workshop should incorporate a mechanism to ensure that the MDCS document is not a static document and should be immediately revisited as deregulation proceeds. It should be a goal for the MDCS development process that utilities shall work to encourage that national standards processes be incorporated in new product development. This enhances Direct Access by ensuring openness of access to all participants. New generations of products with acknowledged standard communications protocols included will provide equal, open access to present and potential customers. Active participation in the national standards making process (ANSI, IEEE) should be embraced by all utilities and manufacturers to prevent restriction of market entry. Active participation by utilities is a very important element in the consensus process and will help to ensure that relevant and needed changes are fully explored. It is further believed that separation of a certification and approval agency from either a regulator or participant in deregulation will ensure fair and consistent application of the intent of direct access. When a metering agent applies for certification, they should be assured that their application will be fairly handled in an expeditious manner. PacifiCorp wishes to emphasize the importance of section V.B.2.c), which pertains to the responsibilities of the UDC to provide nationally standardized meter education to its employees or representatives. Detailed Comments on the MDCS Report (by section) V.A.2. Qualified parties Qualified Metering Service Providers will be allowed to provide metering services for DA customers. PacifiCorp proposes that the UDCs shall establish methods to qualify third party metering agents as put forth in Appendix B.  V.C.1.d) Once a curriculum has been approved by the state, the UDC and other qualified parties shouldmay, at their discretion, offer training for these individuals. (Provided by PacifiCorp.)  V.A.3. Functions Performed. There is general agreement with the functions performed, as described below. However, there are different views on the ownership of metering transformers. Specifically, there is disagreement on the demarcation point where UDC responsibilities end and competitive services begin. Key metering services functions consist of: Meter system installation/removal Meter maintenance Meter calibration/testing Meter records management. Metering transformers, along with secondary wiring, test switches, etc. are integral parts of the meter and should be owned, installed, and maintained by the metering agent who is responsible for metering.  V.B.2.f) (i) In order to promote effective transitions and interchangeability of meters between ESPs and UDCs, it is proposed that a state-wide standard for numbering meters be developed. Another option might be for manufacturers to develop a simple method of replacing meter numbers on their in-service meters. PacifiCorp proposes that the manufacturers meter serial numbers be adopted as the standard and that manufacturers implement a program to prevent duplicate meter serial numbers across the industry.
