ESP Default Issue




May I suggest the following as an issue for the Data Quality and Integrity
Working Group.

Present ISO protocols require the SC to tell the ISO when a group of meters
changes ESP. The Scheduling Coordinator is on the hook with the ISO for
costs for the usage of customers if a ESP defaults. If the ESP defaults,
the SC must wait until the UDC DASRs the customers back. Under normal
circumstances, this process could take up to 45 days.

On the other side, the UDC are very interested in knowing as soon as
possible when an ESP defaults.

A possible solution is for each of the UDCs to provide a procedure that
will allow the SC to contact them when an ESP is believed to be in default.
