Individual campus accounts fall mostly into the medium (20-50 kilowatt) and large (above 50 kilowatt) account categories. While campuses with larger accounts have installed interval meters as a prerequisite for participating in direct access, most of the campuses with medium accounts have chosen to use load profiles, as allowed by the Commission. The main reason UC/CSU are choosing load profiles for 20-50 kW accounts is the cost effectiveness of installing an interval meter. Under current market conditions, there simply are not sufficient savings to justify the substantial investment (relative to projected savings) that interval meters would require. \par Additionally, UC/CSU are working with our energy service provider and the utilities to resolve many start-up issues. These issues, which include problems with billing, identifying meters and accounts in the 20-50 kW range, and other information flows between market participants, must be resolved for the direct access market to function. The schedule proposed in the report is one that allows market participants to resolve start-up issues, allows the market to better develop, and permits sufficient time to prepare for any changes to current policy that the Commission might order in the future. \par UC/CSU urge the Commission to adopt the recommendation put forward in the staff report.
