    1. Observe Direct Access Principles in CPUC Preferred Policy Decision
    2. Comply with Requirements & Schedule of the Direct Access Decision 97-05-040, as well as, the Revenue Cycle Unbundling Decision 97-05-039
    3. Optimize Time and Resources of Stakeholders
      • Deliver Written Material at least Three-Working Days in Advance
      • Concentrate on Written Materials During Group Discussions
      • Focus Only on 1/1/98 Critical-Path Issues (Time is of the Essence)
    4. Reach a Consensus on Key Issues, whenever Possible
    5. Support Parties Who Have Clear Responsibilities Assigned by CPUC
      (Assign Functional Responsibilities Accordingly)

    PRE-WORKSHOP MEETING

    1. Facilitating the Process: (see "Work Breakdown Structure"- Section 7.)
    2. Purpose of the Meeting: To Finalize Workshop Report Outline*
      • Present Draft Outline of Implementation Plan or Workshop Report
      • Receive Comments/Suggestions/Input from Participants
      • Reach Consensus on Contents of the Report (i.e. subjects to be addressed)
      * The Outline is a detailed table of contents for each workshop report.
    3. Format of the Meeting & Role of Participants
      • Presentation/Discussion Format
      • Stakeholders: Lead Role
      • Other Participants: Support Role
    4. Agenda Preparation
      • Obtain Names of Presenters
      • Assign Time Limits
    5. Notice of the Meeting
      • Determine Dates, Times & Places
      • Arrange Facilities, as appropriate
      • Serve Notice to Restructuring Service List & Dalmatians Group
    6. Documenting the Results
        Record Results Electronically in Real Time
      • Consider Alterations of Stakeholder Positions
      • Record Noteworthy Workshop Report Observations
      • Update the Project Plan, as necessary
      • Post Results on ORA's Web Site and Send to Participants via Internet including a Revised Workshop Report Outline (Table of Contents)

      • Present Positions on Issues for Resolution
      • Receive Comments/Suggestions/Input from Participants
      • Reach Consensus on the Issues, to the extent possible
      • Record Contested and Non-contested Issues by Party
      ** This is the Final Outline approved at the pre-workshop meeting.
    3. Format of the Meeting & Role of Participants
      • Presentation/Discussion Format
      • Stakeholders: Lead Role
      • Other Participants: Support Role
    4. Agenda Preparation
      • Obtain Names of Presenters
      • Assign Time Limits
      • Acknowledge Irreconcilable Differences
      • Delineate by Party Contested & Non-contested Issues
    5. Notice of the Meeting
      • Determine Dates, Times & Places
      • Arrange Facilities, as appropriate

    6. Documenting the Results
      • Consider Alterations of Stakeholder Positions

    POST-WORKSHOP ACTION

    1. Follow Document Preparation Procedures (pursuant to the Project Plan)
    2. Arrange Informal Discussion, as appropriate, to Finalize Report Contents
    3. File and Serve Reports as Specified in Decision 97-05-040
