Re: Language for on-site interrogation & data retrieval- 2nd vers



I recommend the following changes to "on-site interrogation & data
retrieval" to automatically allow any future ANSI approved standard
communication devices.

"A meter used in Direct Access shall display the total KWH energy
consumption as a minimum.  The physical display on the meter may be absent
only if other local means for displaying and retrieving data are provided
for all interested parties, including customers, ESPs and UDCs, without
purchasing proprietary hardware or software (or at no cost).  If a meter or
meter device is capable of storing interval consumption measurements or
billing data in its memory, it must have a standard optical port or other
standard  physical communication connection for on-site interrogation and
billing data retrieval.  Where interval consumption measurements or billing
data is generated off site, that site must meet the data access
requirements of a meter device as a minimum."
