Joint Parties' Comments on PSWG Final Report

Here is the final draft (sans only legal formatting) of the Joint
Parties' Comments on the Final Report of the PSWG.  The fully-formatted,
formal copy will  be mailed out later today.  The delay in publishing of
one day is due to my sudden illness this week.  Please accept my
apologies for any inconvenience this delay may have caused.  My thanks
go out to Ed Quiroz, Augie Nevolo, Bill Rush, and Sean Casey for picking
up the slack in my absence and, together with George Cluff and Jim Price
and many others of the MDCS Joint Parties, for their continued
substantive contributions, which are all greatly appreciated for helping
make this a better document.  Any failure to assemble those
contributions into a smoothly finished and timely filed document is mine
alone.
