Sorry for the lateness, but attached is an application for rehearing of the
CPUC's PSWG decision filed by PG&E and SDG&E on January 21, 1999.  Responses
would be due at the Commission on Friday, February 5.  We believe that the
Commission erred in failing to adopt the MSP worker certification proposal
recommended by the PSWG and simultaneously weakening the present MSP entity
certification process.  Although we are recommending several things
including that a schedule be put in place to implement the certification
processes recommended by the PSWG, we are suggesting the CPUC could cure
part of the problems in this decision by leaving the present certification
process (including the joint meets) intact until a permanent entity is up
and running to certify individual workers.

We urge you to support this application by filing comments on February 5 or
making your views known to the Commission as you see fit.
