This is the same paper posted on March 6, 1998, but somehow was
corrupted in the posting process.
This brief paper suggests a determination of equipment and system
requirements before evaluation of standards, to ensure that appropriate
requirements for various groups of customers are identified, and to then
assess relevant standards against those requirements. Various known
requirements are summarized, but several issues are identified that
require additional review and decision.
