Attached find a Memorandum from ANSI C12 SC17, Industry Canada, and IEEE
SCC31.  This memo was hand carried by Bill Buckley to the first
organizational meeting of the PSWG on 1/30/98.  Since the focus at that
meeting was organizational, it was suggested at our last joint meeting
that the document be posted on the PSWG Web Site so that it gets some
visability.
