The attached email comments on one aspect of the previous PSWG3
discussion at the March 10 meeting on MDMA business practices.  At the
March 10 meeting, MDMAs seemed to agree that support for settlements and
billing was paramount.  The attached note suggests that load forecasting
is a comparable business practice, and that direct polling and rapid
access to metering data also needs to be addressed.

I hope subgroups 2 and 3 can briefly review this issue in their
respective meetings on March 30.
