The MDMA/Meter Reading subcommittee asked the VEE team to make a recommendation
regarding the nationalization of VEE standards.  The VEE team believes that
moving the VEE standards to a national standards body is a good idea, but that
it needs to be done at the right time.  The team's recommendation is that IEEE
SCC 31 be approached about becoming a "home" for VEE standards when the PSWG
report is filed with the CPUC.  The VEE portion of the PSWG report could be
used as a strawman starting point by IEEE.  FERC should also be notified at
that time that there is an effort underway to develop national standards for
the VEE process.
