Change Process for Rule 22

Following is an excerpt from the September Rule 22 meeting minutes regarding
making a consensus change to Rule 22:

*	After consultation with ALJ Wong, Valerie informed the group that
the Advice 	Letter process may be used to file the proposed changes
regarding the DA start up date when the closing read is unavailable and the
new meter is installed. 

This was my basis for saying that I thought the utilities could file changes
to Rule 22 via advice letter when there was consensus in the group.
