The Chapter layouts are as follows:
Chapter 1- Introduction
Chapter 2- ESP Enrollment
Chapter 3- Electronic Communications
Chapter 4- DASR Processing
Chapter 5- Metering
Chapter 6- Billing, Credit, Payment
Chapter 7- Others
Chapter 8- Appendix


This represents the completion of Phase One of the project, which was to
combine the content of all three UDC manuals into a single location.  In
Phase Two, the content will be evaluated to identify key areas of difference
between the UDCs, and efforts made to find consistency.  The content will
also be merged into a single format for use as a common manual by all
participants.
