ESP NOTIFICATION REGARDING CANCELLATION OF PENDING METER INSTALLATION DASRS
AGED OVER 180 DAYS

As agreed by the market participants at the March 31st Rule 22 meeting,
DASRs pending Meter Change over 180 days will be canceled by the UDCs.  The
policy was first addressed by the Meter Specific Services Group in an effort
cleanse data bases of DASRs pending meter installation over 180 days.  The
policy was approved by the DASR Consistency Working Group, the Operations
Coordination Committee; and finally, the Rule 22 Committee.

On April 30, the UDCs will provide each ESP with an account specific list of
DASRs pending Meter Change in excess of 150 days.  ESPs will have 30 days
following notice to cancel or extend DASRs pending meter installation over
150 days.  If the ESP wishes to cancel the DASR, it will be done
automatically for them by the UDC beginning May 30, 1999 (Day 180).  

ESPs will be responsible for communicating with customers regarding the
cancellation of DASRs.  The UDCs will not send notification letters to
customers affected by the 180 day DASR cancellation policy. 

If the ESP wishes to extend the DASR, the ESP must either:  1)  install the
meter for the account pending meter installation by May 31, 1999 or 2)
resubmit a Connect DASR for that account after the original DASR has been
canceled.

Finally, the account specific notification process is a one time notice
associated with the implementation of this policy.  On a forward going
basis, DASRs pending Meter Change over 180 days will be cancelled by the
UDCs.  If you have any questions or concerns, please contact your UDC ESP
