To facilitate a transfer from bundled service, switching a customer between ESPs, or returning a customer to bundled service, a workaround is being established. For switches that involve no meter change, the DASR switching logic will change from the current 15th of the month rule. This proposed change in policy was requested by market participants. When no meter change is required, a switch will occur no later than the next meter read date that is at least 15 calendar days from receipt of the DASR. To accommodate this workaround, however, ESPs need to be aware of the following: Automated messaging (SP_ACK) will show a switch date based on the 15th of the month rule. SCE is not able to suppress this message. Letters (E-101) will be sent to the ESPs identifying the switch date based on the revised scheduling logic. SCE communicated to market participants at the March 2, 1999 OCC meeting, that this proposal would be implemented by April 15, 1999, if acceptable to ESPs. At the OCC meeting, SCE became aware that due to problems ESPs face with the SP_ACK identifying a switch date based on the current scheduling logic, this proposal may not be suitable for some ESPs. SCE took an action to evaluate the feasibility of providing letters via email. At this time, SCE is not able to accommodate that request in our manual workaround.
