Petition to Modify Rule 22

As we discussed at the last Rule 22 meeting, attached is a draft of a
Petition to Modify D.97-10-087 to clean up Rule 22.  Also attached is a
red-lined version of SCE's Rule 22, which would be Attachment A to the
Petition.  Please review and let us know if you are willing to sign on to
our Petition.  Also let me know any edits you suggest to the Petition draft.

Please note that the changes highlighted in color would not be part of the
Petition.  SCE has two advice letters pending and plans to file a third very
soon; the changes in those advice letters are shown so people can see what
our Rule 22 would look like with all pending changes and those proposed by
the Petition.  (The changes in fuscia are from AL 1368, the changes in green
are from AL 1384 and those in turqoise are from the one we will file
shortly.)
