Proposed Mission Statement
Unbundling/ Pricing/ Rate Design/ PBR Working Group
The Working Group on Unbundling, Pricing, Rate Design, and PBR will contribute
to the Commission's consideration and coordination among these issues and with
issues concerning Transition Costs, by identifying, discussing, scoping,
sequencing, and linking related issues, and documenting areas of consensus and
controversy. The Working Group provides a framework that promotes these
activities, facilitates customer choice, and allows tracking of similar issues
in different proceedings: (1) establishing and unbundling the particular
services related to generation, transmission, and distribution, and efficiently
pricing the functions and services that remain under the UDC, (2) establishing
incentive regulation of distribution services and limited portions of utility
generation, and (3) coordinating with other Working Groups on overlapping or
related issues.
