Here are a few comments on the proposed interruptible stipulation. 
These all pertain to the unnumbered bullets on page 3.

First, I believe ISO Tariff section 2.3.5.1.3 encourages the ISO to
enter into load curtailment programs.  This should be encouraged, and
therefore transferring "rights" under existing utility agreements should
be prohibited.

Second, otherwise eligible to participate in ISO, PX, or other
reliability or ancillary service programs (see ISO Tariff sections
2.5.16, 2.5.17) should not be permitted to participate unless such
programs have no operational conflicts with the obligations under
interruptible tariffs and/or agreements.  Customers found to be engaging
in conflicting programs should be terminated from interruptible rates.

Third, customers have the obligation to inform their scheduling
coordinator of any interruptible rate tariff provisions or special
contractual agreements so that the scheduling coordinator may properly
discharge its responsibilities to the ISO for submitting ancillary
service bids and/or self provision of ancillary services.

I do not have specific language to suggest to incorporate these points.
