Operations Manual Phase One Chapters

The first phase document of the Direct Access Operations Manual has been
completed and is now posted on the Rule 22 web-site.  The chapters are
posted in .PDF format so you will need Adobe Acrobat to view the files.

The Chapter layouts are as follows:

Chapter 1- Introduction
Chapter 2- ESP Enrollment
Chapter 3- Electronic Communications
Chapter 4- DASR Processing
Chapter 5- Metering
Chapter 6- Billing, Credit, Payment
Chapter 7- Others
Chapter 8- Appendix

This represents the completion of Phase One of the project, which was to
combine the content of all three UDC manuals into a single location.  In
Phase Two, the content will be evaluated to identify key areas of
difference between the UDCs, and efforts made to find consistency.  The
content will also be merged into a single format for use as a common
manual by all participants.

Critical activities that must occur during the transition from Phase One
to Phase Two are:

Re-assessment of the project by Rule 22 participants to assure that
agreed value exists for continuation of the project, and the commitment
to continue exists from all parties.

Expand the participation of committee members to include other market
participants to perform the tasks and work effort required in Phase Two.

Develop recommendations for the needed resources to complete the
project, and procedures for ongoing maintenance of the completed manual.
