Classification of Services

Criteria must be established::

• To identify "monopoly" and "competitive" services
• To identify for which "competitive" services:
  - the UDC is the default provider
  - the UDC is not the default provider
• To identify which "competitive" services:
  - are provided to all customers (mandatory)
  - are provided to some customers (discretionary)
