What factors influence cost estimates?
If the UDC is the default provider:
- UDC’s must stand ready to provide the service
- Certain facilities and resources must be retained
- Some customers will choose other retail suppliers
- Other customers will choose the UDC as before
- Still others will leave and then return to the UDC
- Not all attributable costs can be eliminated
