RE: Variance Request #3 - Allow for open cut construction (rather than boring) through the intersection of Alondra Boulevard and Lakewood Boulevard, City of Bellflower.

Dear Mr. Cornman:

We have reviewed the above-referenced variance request, and approve your request based on the following factors:

• The purpose of this request is to expedite project construction through the subject intersection.

• Alondra Boulevard is a four lane roadway with left-turn lanes at Lakewood Boulevard. The SFPP Pipeline is to be          located within the left, east-bound lane of Alondra Boulevard. As originally proposed (Construction Drawing No. 1764-A-132), the pipeline would be installed under Lakewood Boulevard via bore; bore pits would be excavated within the left, east-bound lane of Alondra Boulevard to the east and west of Lakewood Boulevard. KMEP estimates that approximately 7 to 8 days would be required to complete the bore. Other than potholing to identify existing utilities (4" ARCO, 8" ARCO, 2" SCG, and four traffic signals), no other construction would have occurred within Lakewood Boulevard, a State Highway under Caltrans jurisdiction with daily traffic flow of up to 41,000 vehicles.

KMEP has requested that Lakewood Boulevard be open cut, rather than bored, to expedite construction. KMEP estimates that approximately 4 to 5 days would be required to install the pipeline within Lakewood Boulevard via open cut. Caltrans and the City of Bellflower have authorized the use of open cut installation (Permit #’s 798-6UT-2335 and 20249, respectively).

• By open cutting Lakewood Boulevard, traffic impacts on this roadway would increase in comparison to boring. However, construction within the Alondra Boulevard/Lakewood Boulevard intersection would be completed in less days (2 to 4 days estimated), reducing the traffic impacts in the immediate area.

• The measures noted below shall be implemented:

- All applicable mitigation measures shall be implemented during construction, including implementation of appropriate Traffic Control Plan(s) and dust abatement.

The conditions of approval stipulated by Caltrans Permit No. 798-6UT-2335 shall be implemented, including the following:

. Steel plates shall have skid resistant surface and shall be recessed into existing pavement.

. Trench backfill shall be 1 ½ sack cement - sand slurry.

. Surface restoration shall be a minimum of 6" of asphalt and shall include cold plane a minimum of one foot beyond trench line.

. No work that interferes with public traffic shall be performed between the hours of 6:00 a.m. to 9:00 a.m. and 3:00 p.m. to 7:00 p.m., daily.

- Implementation of this variance in accordance with the provisions noted above shall be verified on a random basis by a CPUC Environmental Monitor.
