  Welcome to the California Public Utilities Commission (CPUC) website for the environmental review of Southern California Edison's (SCE's) Kern River Transmission Line Rating Remediation (TLRR) Project (project). The project is located in the central portion of Kern County and the northwest corner of Los Angeles County, California, near the cities of Bakersfield, Arvin and Tehachapi and nearby communities of Grapevine and Gorman. It would begin at the Kern River Substation located 13 miles northeast of Bakersfield, and would extend south to the Gorman Substation, about two miles east of the community of Gorman, with a branch extending east to the Banducci Substation near the City of Tehachapi; a map is provided here. SCE will be submitting a Permit to Construct (PTC) application  for the project to the CPUC in February 2022.

The project will be reviewed under the California Environmental Quality Act (CEQA). The CPUC will prepare an Environmental Impact Report (EIR) as the CEQA lead agency

DESCRIPTION OF THE PROPOSED PROJECT

SCE is proposing to construct and operate the Kern River TLRR Project (project). The project would be located in Kern County, to the east of the City of Bakersfield. SCE is required to file an application for a Permit to Construct (PTC) with an accompanying Proponent's Environmental Assessment (PEA) with the California Public Utilities Commission (CPUC) for the project. The project would involve the rebuild of 65.3 miles of existing 66 kilovolt (kV) subtransmission circuits by removing and replacing existing subtransmission towers and poles; removing and replacing existing conductor; installing Optical Ground Wire; and modifying existing substations facilities associated with the line.

ENVIRONMENTAL REVIEW

Proponent's Environmental Assessment (PEA) and Application

SCE will be filing an application and PEA for the project in February 2022.

The CPUC will be conducting a completeness/deficiency review of the application and PEA in March 2022. This review will be summarized in detail and available for review at that time.

Preparation of the Draft EIR

The environmental review process for the project is underway, and the Draft EIR is being prepared.
