Minutes/Next Conference Call



The policy subcommittee of the MDMA Users Group met via conference call
today. The following entities participated: PG&E, SCE, SDG&E, PacifiCorp,
ORA, FirstPoint, Enron, CellNet, and Itron. The group agreed as follows:

1. The current process for MDMA acceptance appears to be endorsed by the
draft MDCS decision issued on November 19, 1997.

2. "Acceptance" is the term used by the CPUC, not "certification," so the
MDMA documents will be modified accordingly.

3. The UDCs are responsible, according to the draft decision, for MDMA
acceptance, with the details worked out between the parties (UDCs, ESPs,
and MDMAs). The proposed all-parties meetings in the draft MDCS decision
are expected to be a part of this process, with details to be developed.
Also, the UDCs expect to add additional acceptance requirements; they will
coordinate with one another (Kirsten Stacey of PG&E is coordinating) on
these requirements, which will be inserted into the documents described below.

4. There will be four MDMA documents: Acceptance Process, Acceptance Test,
Acceptance Qualifications, and MDMA Service Agreement. The split between
Test and Qualifications is being done to be consistent with the CPUC's
draft MDCS decision. CellNet will revise the current drafts, based on the
draft decision, into new drafts for the first three items. PG&E will
develop a draft Service Agreement based on the current draft MSP Service
Agreement. These drafts will be circulated by Monday morning, November 24. 

5. The next conference call will be at 9 a.m. on Tuesday, November 25 to
discuss these drafts. The call-in number will be e-mailed with the drafts.
