re:Disaster Recovery Plan Outline



Chris - fyi - I don't know if my cc: will work or not to copy everyone, but
I'll give it a try.

I'm a little confused - I thought loss factors were only required for
settlement purposes, not for billing - all customer billing is done based on
the actual meter readings.  The customer is not directly billed (although, in
the end, the customer probably ends up paying one way or another) for the line
losses, only for the energy they use.  The loss factors were to be applied at
an aggregated level (I believe grouped by takeout point) and provided to the
SC.  I'm not aware of a requirement that this data also be provided to the
UDCs, so I don't think consistency is as much of a concern as it is with the
actual interval data used for customer billing.  I admit I'm not as familiar
with SC and ISO requirements for settlement, etc.

From the discussions at the meetings last year, I believe applying the loss
factors was left as the ESP's responsibility, but a function that could be
offered to an ESP by an MDMA as a value added service.  I do not believe it
should be a requirement of the MDMA.
