PG&E dynamic load profile update



The California Public Utilities Commission ordered PG&E to implement dynamic
load profiling on July 1, 1998. The following information is provided to
ESPs and other market participants who use PG&E's load profiles as part of
Direct Access service.

PG&E expects to comply with the Commission's order. During the process of
preparing for dynamic load profiling, several implementation issues have
come to our attention of which users of the profiles should be aware.

Posting of dynamic profiles: Each day, PG&E will post its dynamic load
profiles to its MDAS server (same as for distribution loss factors -
mads.pge.com/profiles/). The daily posting will contain load profiles for
each of PG&E's 16 rate categories. Initially, the profiles will be available
with a seven-day lag.

Use of profiles in billing and settlements: PG&E will release daily dynamic
load profiles for each applicable rate schedule beginning with the profiles
for July 1.  PG&E will use the dynamic profiles in PX credit calculations
for Direct Access once a full month of dynamic profiles become available,
beginning with customers whose meters are read on July 31. ESPs should
follow the same protocol for submitting settlement-ready data to the ISO or
their Schedule Coordinator.

Profile substitution: In the early stages of dynamic load profile
implementation, there may be occasions when, for a given rate schedule on a
given day, there may be insufficient data collected from load research
meters to create a statistically valid dynamic load profile. Under these
circumstances, PG&E will post its static load profile for that rate schedule
in lieu of the dynamic profile and note its source.

Testing: PG&E will post a test file with the final data format for the
dynamic load profiles to the MDAS server within the next two to three weeks.
PG&E will begin posting actual test files shortly thereafter.
