re: Proposed language for on-site interrogation & data retri



The following comments are from Ted York and Kathy Smith of ABB:

The display comment is  too restrictive and the load profile comment is not
broad enough.  ABB proposes something similar to the following (changes from
the original are in red):

"A meter used in Direct Access shall display the total KWH energy consumption
as a minimum.  The physical display on the meter may be absent only if other
local means for retrieving data are provided for all interested parties,
including
the consumer and UDC.  If a meter or meter device is capable of storing load
profile
or other billing data in its memory, it must have an optical port or another
physical communication connection for on-site interrogation and billing data
retrieval.
Where load profile or billing data is generated off site, that site must meet
the data
access requirements of a meter device as a minimum."
