4/30 Plenary vote items

Attached is the list of items to be voted on by the plenary, 4/30/98. In
item #3, I deleted ANSI 12.1 and ANSI 12.20 so that the subgroup can
come to agreement on the conditions for these standards. They will be
voted on in the following plenary and added to the table at that time.

The plenary vote will be no discussion, roll call only. If an item gets
voted down, the group can elect to send it back to subgroup for
refinement or drop it completely.
