Another Sample Contribution to ANSI C12-19

Attached to be posted on the WEB is another sample of a contribution being
submitted to Standards committee C12.17 in order to add needed
functionality to the existing ANSI C12.19.  This is being provided  to make
the PSWG aware of the nature of the changes being requested and to
demonstrate that ITRON supports the C12.19 effort.
