RE: PSWG Report and Public Comments

Kirsten......Thank you so much for your dedication and hard work both as
facilitator and final editor on the PSWG Report.  In my opinion, you
have done an excellent job at both tasks.  Neither Sierra Pacific Power
nor any other entity got everything they wanted during the process.  The
report reflects hard fought compromises on recommending existing
realistic standards without driving current manufacturers and vendors
out of business with unrealistic, California only, or unadopted future
standards.  Viewpoints of all interested participants, regardless of
size, were welcome and heard during the PSWG process and editing
sessions.  The national standards and deregulated markets will evolve
over time and be driven by market participants.  PSWG has made an
excellent contribution to developing future national standards.  It is
now time to file comments on the report and quit trying to get each
entity's favorite point of view into the report.  Thanks again for all
of your hard work.  Also, thanks to Bill Buckley and the other sub-group
facilitators for their hard work and dedication to the PSWG process.
