Revised table of C12.19 application

Attached is the revised table of C12.19 Standard applications submitted for
vote in the next meeting on May 26.    This table is similar to the previous
one (on hard copy) and includes what Anthony proposed verbally in the May 12
meeting.  The significant difference is this table now includes all
communication technologies and adds more columns with effective dates for
various meter products (as defined in this document). 

From the last meeting, I (Young) had talked with some of you who voted
"abstain" or "no" on either Anthony's or Young's proposal to collect inputs
and feedback so that the previous table could be revised and adopted by as
many voters as possible.  Since then, Anthony and Young worked together and
came up with this table, and hopefully the MC Sub-group could finalize all
the dates and reach a consensus on the finalized table.  

Once you have a chance to review the table, you will see that many dates
were proposed and the table also allows participants to throw in their own
dates.  Because of the table flexibility, we would like to propose that the
following process be followed to finalize the table and come to voting:

1) Present/discuss the table and clarify any questions participants may
have.
2) Let participants propose another date for each column.
3) Quick (straw?) votes to select one date for each column
4) Finalize the table to have only one date in each column 
5) Vote on the finalized table
