Mr. Dirks and others,

Just because something is in an older version of the tariff does not mean
that it cannot be changed or that it should not be changed.  Martin Luther
King day is a national holiday, albeit a relatively new holiday, but then
Christmas was a new holiday too a few hundred decades past.

Your statement sounds like the utility world or old, where the immutable
regulatory tarif was "it."

I think the world is different now with the new energy markets, or it
should be different.
