RE: Questions about Interval VEE rules
If the sentiment now is to treat power failures as good data for use as end
points in interpolation, why did we think it was important enough to change the
original rules in the PSWG report? I think the "best" solution may come down
to what situations are the most common - maybe look at power failures >15
minutes (ie, > one interval), vs < 15 minutes? Or use 60 minutes as a
threshold, as that is the official requirement for the interval data itself?
If the outage is typically less than one interval, I would lean toward not
using the interval with an outage to estimate subsequent (or preceeding)
intervals.
Also, this one isn't itemized as a change to the rules in the report, so there
is no indication if it is required or optional in the final report or when it
must be implemented.
