I agree with your comments and concerns, thank you for posting them.
The "national standards" discussions at the PSWG meetings left me with a
great deal of concern about the proces; on the other hand, I am impressed
with number of representatives from througout the U.S and different
industries who were interested enough to attend the PSWG meetings and
advocate their positions for California. I am not sure that the the SCC31
group should be the home for California's VEE work. There may be other
alternatives that haven't been presented. If I knew more about SCC31 I
might be in a better position to take a position.
More importantly, right now we need clear and easy to read documentation of
California's VEE rules. How about the CPUC or someone preparing and
publishing such a document in paper form, and ensuring that it receives
wide circulation for instance?
For those few in the industry who are on some of the email lists and study
them, then they have an idea; but what about those about to enter the
market or those who have haven't particpated in every conference call? My
concern is that the current VEE work and process although good, can't be
described as representing the indudstry. I realize that some might say
that "everyone" had a chance to particpate, but I'm not sure that the
process actually facilitated this.
