Meter Installation Section 2

Attached is the first draft of the Meter Installation, etc. Groups Section
2 of our report. There are several sections with little or no information. 

Be prepared to offer sub section text or a proposal on how to develop the
text at the March 31 meeting. The meeting will begin at 9 am.

I will not be attending the April 1 Plenary session. (Some of us have to
worry about the start of the ISO/PX market). If the Group is required to
make a presentation at the Plenary, I will need a volunteer.
